I am looking at purchasing this software (as you may have seen as I have commented on another post in this forum this evening.

If I purchase the software, do I get free upgrades when new versions are released?

You will get free upgrades within minor versions. Upgrades between major versions are paid (50% original price). But they are not required. You can use purchased version as long as you wish.
