Please how to can start number from 1 on Abacre Restaurant Point of Sale 7 for Menu item Categories

In current version it's not possible to change this number. It's internal database number. It does not matter.
If it's existing database with many items you may send us your database file and we will manually change it using database SQL requests.
But for new database it does not matter. You may remove all categories and then create new categories in needed order.

Is it possible to set-up sub-categories? ie; Drinks -> Beer; Wine; Cocktails; Non-Alcoholic

Yes. It's possible to setup unlimited number of subcategories. On menu Configuration - Menu Item Categories -
for each category you may specify parent category.
